Combine Vector tile layer with raster data

Hi,

I am currently trying to mask out the ocean from a raster dataset with a vector tile layer. When I try to share it as a tile layer the Vector tile layer is not exported with the raster dataset. I have also tried to first export the map with the Geoprocessing tool Create Map Tile Package, although this does not work when I try to include the vector tile layer (always creates a tpk/tpkx file of size 6 - 700 kB despite different min and maxiumum detail). I wanna sort of merge the two layers together, but have been unable to do so.
