topic Tracing Raster - correct tool in ArcGIS Pro Questions

Hi,

I want to trace the plan on the attached raster so I can display the building plan and rooms (the dark edges) on a 2d map independent of the raster. I am unsure what type of feature class I need and which tool is best to use in edit. Secondly, I would like to extrude the boundaries of this shape to view in 3d, can I trace this in 3D and then extrude it in a local scene? Any thoughts appreciated !
