Did you look at parallel processing factor as mentioned in this post https://community.esri.com/t5/arcgis-pro-questions/can-i-increase-image-tile-creation-speed/td-p/571439 ?

Are you using the Create Map Tile Package tool or another tool like Manage Tile Cache? Both indicate that Parallel Processing Factor is supported which could help: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/manage-tile-cache.htm#GUID-FD93C151-8B73-4C82-81D6-30B7FD224145

https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/create-map-tile-package.htm#GUID-804B47DA-F535-48B5-8117-4273759D3B58

Try that, but if you'd like to see specific tools with additional GPU support, I would recommend posting that as an idea in the ArcGIS Pro Idea exchange.
