    <description>&lt;P&gt;If I'm not mistaken, symbol layer drawing should draw from the bottom up. Therefore, in my map, with these settings, I should see my &amp;lt;all other values&amp;gt; beneath the named values of Kewanee and Muscatine.&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="rburkebsrc_0-1660156997594.png" style="width: 400px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/48300i8FAFB565CE7AE960/image-size/medium?v=v2&amp;amp;px=400" role="button" title="rburkebsrc_0-1660156997594.png" alt="rburkebsrc_0-1660156997594.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;As you can see, one of my &amp;lt;all other values&amp;gt; features actually covers up my layers above. I'll increase and darken the border thickness so this is more obvious:&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="rburkebsrc_1-1660157047646.png" style="width: 400px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/48301iFA70E25A4F8B3D26/image-size/medium?v=v2&amp;amp;px=400" role="button" title="rburkebsrc_1-1660157047646.png" alt="rburkebsrc_1-1660157047646.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;I'd like my gray municipalities to sit behind my orange ones...do I really have to make another layer for that? I can't figure out what's going on here. Whatever I do, the gray appears on top of my border.&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="rburkebsrc_2-1660157208794.png" style="width: 400px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/48302iDA944816FF1E2701/image-size/medium?v=v2&amp;amp;px=400" role="button" title="rburkebsrc_2-1660157208794.png" alt="rburkebsrc_2-1660157208794.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;I'm using a gradient border for a drop shadow effect, but it's not going to look good if it's covered up by neighboring polygons, and as far as I can tell, this shouldn't be happening.&lt;/P&gt;</description>
