Personal geodatabase datasets can't be used as inputs to geoprocessing tools. Similarly, output datasets can't be stored in personal geodatabases. ArcGIS Pro supports the following types of geodatabases: file geodatabases, mobile geodatabases, and enterprise geodatabases.

A file with the format .mdb is not a shapefile, it’s a “personal geodatabase” in the format of a Microsoft Access database. The solution is to use the 32-bit version of ArcMap to convert it to a file geodatabase and then reopen in ArcGIS Pro:

https://pro.arcgis.com/en/pro-app/latest/tool-reference/tool-errors-and-warnings/001001-010000/tool-errors-and-warnings-01301-01325-001324.htm
