topic Merge Separate Information/Datasets in ArcGIS Pro Questions

Hello Arc users,

I'm new to ArcGIS Pro, currently researching pedestrian vehicle incidents. The excel file that I have been using is of the incidents and provides information of the location (county, municipality, roadway, and lat & log points). What it does not provide is the road classifications, which I have to download separately, and my question is how can I merge the two datasets so that each incident can be associated to a road classification? I'm not sure whether this process should be done in Excel or ArcGIS but perhaps it would be better off in Excel since I intend to create statistical infographics with the information.

My research is on Georgia and I'm having trouble finding a dataset that provides all road classifications, I've only found files that include city owned public streets or state-owned highways separately.
