Have you tried just creating a multirole locator that uses the PointAddress and StreetAddress roles and publishing the multirole locator to ArcGIS Server instead building two single role locators and a composite locator that is published as a service?

https://pro.arcgis.com/en/pro-app/3.0/help/data/geocoding/combine-multiple-layers-into-a-single-locator.htm

https://pro.arcgis.com/en/pro-app/3.0/help/data/geocoding/tutorial-create-a-multirole-locator.htm

I am creating a composite locator from an address point layer and a street layer. The points and streets are in state plane. When using state plane, the point, street and composite locators all work in ArcPro. After publishing the composite, locator results are a state away. I change all locators to WGS84 and republished a composite. The address is placed in the right place however the viewport zooms to Africa at the start. I have to zoom out to globe level and then zoom in the Tennessee to find where the address was placed.

The composite locator works when added to the ArcPro project from the local network but when adding the published composite from the Arc Server everything goes haywire. I must have something out of whack.
