Map Turns Dull in Layout

Good day all,

Every time I `Activate` the `map` in the `Layout` in Pro 2.8, the map turns dull so I can't navigate it anymore. However, after `Close Activation`, the map looks normal again. Note that the map is not `locked` in the layout content.

How can I fix this?

Never mind there were two map frames in the layout, so I had to uncheck one of them.

Strange, the opposite is true for me. If I right click the Map Frame and choose Activate, the rest of the Layout is disabled and I can navigate the map.

The top of the layout tab looks like this. I click "Layout" to deactivate the map frame.

Is that what you're seeing?
