In the case were it only brings in 1.9 million of the 3.3 million records.... Does it throw an error message, or does the command complete; it just doesn't include all the records you expect?

I am currently working on a project where we are bringing in Statewide Parcel services and converting them into Feature Classes via the Feature Class to Feature Class Conversion. It seems though on states with larger record Counts IE( over a 2 million) That it wont transfer all of the features over and will limit to around 1.3 million is there a work around that is out there that wouldn't involve manually selecting these and than merging them back together? For example on the Feature class to Feature class conversion on https://apps.pasda.psu.edu/arcgis/rest/services/PA_Parcels/MapServer When this feature class conversion is run It stops at 1,942,000 Records but the source has 3,358,007 Records. Any help would be appreciated.

It just doesn't include the records. It doesn't throw an error. There were some cases where the web services limited them but not in this situation.
