How can I apply a custom transformation based on a NTv2 file?

I tried to create a custom geographic transformation from EPSG 4326 to EPSG 4237 with the help of an NTv2 file available at https://github.com/OSGeoLabBp/eov2etrs (etrs2eov_notowgs.gsb). I tried to follow the help of Create Custom Geographic Transformation (Data Management) available at https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/create-custom-geographic-transformation.htm with no luck. The custom transformation is created successfully (I see the file in %appdata%). I can select it in the Project GP's Transformation drop-down, the Project runs successfully but the result is similar to null transformation.
