Running Arcgis pro 2.8.

I've noticed that notebooks running inside a project are substantially slower than running the same code as a stand alone Jupyter notebook. So slow, that working in a notebook in a project is not possible because after the first couple of cells execute, I get the [*] and the notebook is locked up until exiting the project. Even something as basic as looking for help with arcpy.mp.ArcGISProject? won't run to completion.

Has anybody else seen this behavior and if so, how to fix.
