    <description>&lt;P&gt;Hello,&lt;/P&gt;&lt;P&gt;I am using ArcGIS Pro 2.8.3.&lt;/P&gt;&lt;P&gt;I have a shapefile of census blocks of LA county. I also have a layer of buffers. I want to find buffers that lay completely within the boundary of LA county. So I use&amp;nbsp;select by location--&amp;gt; completely within. However, this command gives me only the buffers that lie completely within any individual census block, instead of within the entire LA county.&lt;/P&gt;&lt;P&gt;I try to go to edit--&amp;gt;merge to merge all the census blocks into one, so that I have one polygon of LA county. No matter whether I use "Existing Feature" or "New feature", I always receive the error message:&amp;nbsp;merge features failure. the spatial index grid size is invalid.&lt;/P&gt;&lt;P&gt;I was wondering whether anyone could help me with this. Thank you.&lt;/P&gt;</description>
