When I hit Save for my project in ArcGIS Pro it creates a "Read-Only" version of the file and deletes the old project that I could edit. Working with the exact same data layers in ArcMap I do not run into any problems and can save and edit as usual.

Have you tried opening the aprx file on another computer?

Have you had another GIS user try to open the same aprx file to see if it behaves differently?

So I did have another user try to open the project and she was also having issues. In the end I just deleted the project file and started fresh. So far, no issues.

Not sure what caused the Read-Only problem in the first place, but it seems to have resolved itself.
