Generate Near tool but using only locations within another layer

I have a two datatsets: one containing site locations and another containing Points of Interest. I have used the drive-time tool to create polygons of the area within 15 minute driving time from the site locations. Now, I need a tool to summarize the distance between the site locations and Points of Interest that are within the 15 minute polygons I created. Is there a tool that can do this?

Allows you to find more than one feature and you can query for distance thresholds

The challenge is I don't have a specific distance - I want the areas (and how far they are from the site locations) within 15 minute drive time

If you want drive times, then you need to use the spatial analyst extension for this, otherwise you will have to use a guesstimate a straight line distance and buffer your points using this value as the radius
