Generating a Compatible TPK for running SDK

I am Looking to create a compatible elevation source such as the "monterrey.tpk"

as found in the example below:

I have tried loading my own TPK, but the SDK errors out and says its incompatible. Is there a way to identify whats wrong with my TPK versus the tpk in the monterrey example?

i followed the example and did not get a usable tpk. I have opted to generate a topology via png.
