Legend Layout in ArcMap 10.6.1

I am trying to figure out how the legend below, which has not been converted to graphics, looks like it does, i.e., "Drop in Floor" and "Drop Off", which are actually in the same layer, are shown as independent layers. I tried to recreate this in another map and couldn't, even though all of the settings in Legend Properties are identical. How did they do this? Thanks!

Amelia,

Looks like the layer with multiple classes is dropping the layer name, where layers that only have a single class are placing the layer name to the right of the legend patch. Depending on how your legend is defined this could be expected.
