HELP! Layers not showing up in layout view

I made a multi-scale base map of New Zealand and when I open into layout view to print at a large scale, the water body is not blue.

The layer is present in map tab contents pane, and layout tab contents pane, but does not display in the layout as blue. Other water features are blue such as lakes and rivers, but the ocean is white. Why is this layer not blue?

Software: ArcPro 2.3.2

Hi Felicia,

Does the water body layer draw correctly if you view it in a map view at the same scale that the map frame in the layout? Are there any display filers set for this layer?

Felicia Herron, have you found a solution to this problem? I am oddly facing the same problem, whereas some layers do not display in layout. I do not have any specific scales set on them to draw.
