    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I don't have any Level 1 accounts to test with, however I do have a Level 2 Viewer Role account, which I believe is equivalent to a Level 1 account. Someone would have to confirm this though. Signing in to ArcGIS Pro with this Level 2 Viewer role account I am able to open a web map and take it offline. Obviously no editing is possible, however this functionality is exactly what I want. Perhaps somebody can&amp;nbsp;confirm if this is also possible with an actual Level 1 account..&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

If you are going to use Collector for instance you will need level 2 regardless of if you are going to edit the data or just visualize it. In Desktop you will need Standard or Advanced to achieve this, but the level 2 named user that one has received with a Basic Desktop license would be able to edit related data using Collector (yet not with Desktop using the Basic license).&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
