    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;When I'm setting up my layouts the graphical elements wont stay in the place I specify. &amp;nbsp;For instance I have inserted a new map frame and I have guide lines. &amp;nbsp;When moving a corner vertex of the map frame to a place on the guide line (assuming it snaps, which seems to rarely happen) it always reverts back to the original location.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
