topic Weighting annotation features within the same class? in ArcGIS Pro Questions

Basically, is there a way to "bring forward" or "push to bottom" annotation features within the same annotation class? I have overlapping labels that have been converted to annotation to clear up clutter, and they're numbered, so I'd like to have them slightly overlapped but in numerical order from front to back. Is there a way to "weight" these individual annotation features?
