I've found arcpy.ExportMetadata_Conversion(), which doesn't appear to be supported with ArcGIS Pro and Python 3. I've also found arcpy.ExportXMLWorkspaceDocument() (using the "SCHEMA_ONLY" parameter) but the XML file that is generated is not formatted correctly.
