    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Wylly KHOMBILA.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Our version is ArcGIS Enterprise 10.6.1&lt;BR /&gt;ArcGIS Server is federated and a database is registered as managed.&lt;BR /&gt;The URL of my print service is this but I see that it displays an error message: "Unable to reach the print service".&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG alt="" class="image-1 jive-image j-img-original" src="https://community.esri.com/legacyfs/online/430049_Screenshot_20181121_133833.png" /&gt;&lt;BR /&gt;This is the ArcGIS Server log.       <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hello,&lt;/P&gt;&lt;P&gt;I would like to publish web layer &amp;nbsp;from Pro 2.0 to Portal 10.5.&lt;/P&gt;&lt;P&gt;But I have this error "&lt;STRONG&gt;Failed to publish web layer&lt;/STRONG&gt;"&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG class="image-1 jive-image" src="https://community.esri.com/legacyfs/online/385344_pastedImage_1.png" /&gt;&lt;BR /&gt;Going to check the ArcGIS Pro logs into&lt;/P&gt;&lt;P&gt;C: \ Users \ useracount \ AppData \ Local \ ESRI \ ArcGISPro \ Staging \ SharingProcesses \&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I have the error below :&amp;nbsp; the PubishingTools service could not initialize,&amp;nbsp;&amp;nbsp;in ArcGIS Server:&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;"com.esri.arcgis.discovery.ejb.ArcGISServerEJBException: Could not initialize service 'System / PublishingToolsEx.GPServer'.&lt;/STRONG&gt;"&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;By checking this information in ArcGIS server, I see that the service has started successfully.&lt;/P&gt;&lt;P&gt;Please, anyone knows how to avert this error ?&amp;nbsp;&lt;/P&gt;&lt;P&gt;best regards&lt;/P&gt;&lt;P&gt;&lt;IMG class="image-2 jive-image" src="https://community.esri.com/legacyfs/online/385345_pastedImage_3.png" style="width: 620px; height: 120px;" /&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Derek,&lt;/P&gt;&lt;P&gt;&lt;BR /&gt;I'm trying to share ArcGIS feature classes.&lt;/P&gt;&lt;P&gt;The ArcGIS server services have been restarted successfully and Portal 10.5 federates the site arcgis server 10.5 but I have the same problem of publishing the data. I am using the Portal administrator account for publishing data.&lt;BR /&gt;I can also connect to ArcGIS server with it.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I even used the proposed fiddle solution in the following discussion&amp;nbsp;&lt;A href="https://community.esri.com/thread/56636"&gt;https://community.esri.com/thread/56636&lt;/A&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;without achieving satisfactory results.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Wylly,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;What kind of layer type are you trying to publish? E.g., feature layer, tile layer, etc?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Are you sharing the web layer with Portal by &lt;EM&gt;copying the data&lt;/EM&gt; or &lt;EM&gt;referencing the registered data&lt;/EM&gt;? If the former, do you have a hosting server configured with Portal?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Did you also check that the ArcGIS service account has the appropriate permissions as per the system requirements in my previous post?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Hope this helps,&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Is it at a network location accessible to the other users?&lt;/LI&gt;&lt;LI&gt;What is the security model configured for your Portal?&lt;/LI&gt;&lt;LI&gt;Did you also share the apps' content, like web map and its associated data layers with the other users?&lt;/LI&gt;&lt;LI&gt;Have you tried to monitor the network traffic to help track down possible causes? E.g., use Fiddler, Wireshark, etc. to see network traffic? What are the error messages?&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Hope this helps,&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

I review here the following points in case they can be useful to find a solution to the problem.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;We want to share a layer from a local geodatabase. This geodatabase only has a few polygons.&lt;/LI&gt;&lt;LI&gt;We are testing with the administrator user, so we have all the permissions.&lt;/LI&gt;&lt;LI&gt;I choose the option "Copy all data" and when I press "Analyze".       <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Wylly KHOMBILA.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Our version is ArcGIS Enterprise 10.6.1&lt;BR /&gt;ArcGIS Server is federated and a database is registered as managed.&lt;BR /&gt;The URL of my print service is this but I see that it displays an error message: "Unable to reach the print service".&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG alt="" class="image-1 jive-image j-img-original" src="https://community.esri.com/legacyfs/online/430049_Screenshot_20181121_133833.png" /&gt;&lt;BR /&gt;This is the ArcGIS Server log. It must be as such:&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;A href="https://webadaptor.domain.com/arcgis"&gt;https://webadaptor.domain.com/&lt;SPAN style="color: #000000;"&gt;&lt;STRONG&gt;arcgis&lt;/STRONG&gt;&lt;/SPAN&gt;&lt;/A&gt;&lt;/P&gt;&lt;P style="margin-bottom: .0001pt;"&gt;(&lt;SPAN style="color: #000000;"&gt;&lt;STRONG style="text-decoration: none;"&gt;arcgis &lt;/STRONG&gt;&lt;/SPAN&gt;is the IIS name of arcgis Server services)&lt;/P&gt;&lt;P&gt;save the changes and check again if the printing error has disappeared.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;As for the ArcGIS server log, it shows errors in the registration of both databases including ArcgisDataStore.&lt;/P&gt;&lt;P&gt;I propose you first solve the first error message and see the next one together.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Wylly KHOMBILA,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;We have two federated servers: one that works and one that doesn't (the IP server). &lt;BR /&gt;The severe warnings in the log correspond to that federated server that doesn't work. We've already unfederated it and we don't have any messages in the log.&lt;BR /&gt;Also, we have already corrected the URL of printing service.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG __jive_id="430086" alt="" class="image-1 jive-image j-img-original" src="https://community.esri.com/legacyfs/online/430086_Screenshot_20181121_203558.png" /&gt;&lt;/P&gt;&lt;P&gt;Now this service works correctly but we still have the same problem in ArcGIS Pro: "Failed to publish web layer" (attach log file). And from Portal: "Publish Service error: Access to this resource is not allowed".&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thank you&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
