      <title>Elements locked in ArcGIS Pro Layout</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I have created a map with multiple elements in ArcPro, including text boxes, legend, N Arrow, Scale, etc.&lt;/P&gt;&lt;P&gt;Now I am trying to resize and move those elements, and they appear to be locked in place.&amp;nbsp; When I try to move one, it just flies back to its previous location.&amp;nbsp;&amp;nbsp; I try to reorder in Contents, and they wont change order.&amp;nbsp; I try to resize, and the edges just go back to previous position.&amp;nbsp;&lt;/P&gt;&lt;P&gt;Pro layouts get sticky and lock when I near&amp;nbsp; completion, when creating a complex cartographic product.&amp;nbsp;&lt;/P&gt;&lt;P&gt;Any help is appreciated.&amp;nbsp;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
