I have a list of locations across a state and I need to create 5 roughly equal regions in the state. Here's the kicker, I only have access to an ArcGIS Basic license so I know that severely limits my capabilities. I do however have credits through ArcGIS Online and could use Network Analysis but I don't think the tool I'm looking for is in there.
