We can see the issue and it will be fixed in the next release of ArcGIS Pro. In the mean time, as a work around, if you're modifying your annotation's layer properties and then want to update the symbol substitution, relaunch the symbology pane from the layer context menu &lt;EM&gt;after&lt;/EM&gt; making the layer updates (scale range, name etc.).       <title>2.3: Substitute annotation symbol color</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I notice that when I set the substitute symbol color for an annotation layer, Pro 2.3 clears out any properties that I just set for that layer (name, display scale, definition query).&amp;nbsp; Has anyone else seen this?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
