The owner of the item should always be the lead of the project.

Our GIS staff has been so small we've been working on projects individually. Now we're getting to the point where multipule staff are available to work on the same projects. Yet we're encountering difficulities with file ownership and being able to publish to ArcGISOL using Pro.

Because the ArcGISOL files are "owned" by one staff person, only that Owner may overwrite a web layer.

How have larger organizations been dealing with this limiation? I'm guessing they're not dependent upon a single person to ensure an ability to publish updates.
