So you'll have the project saved in a network location where multiple users can access it.

User 1 opens the project. That user has full control and can edit and save, etc. with the project.

Users 2 to n open the project and it is Read Only for them:

So the answer is no, but I wanted to kind of show you what the users will see

Is there a way for two users to work simultaneously in the same ArcGIS Pro project without having issues saving? We are working in version 2.0.

According to the licensing ... you can have up to 3 signed on to the same license (depending on the license)

http://pro.arcgis.com/en/pro-app/get-started/licensing-arcgis-pro.htm

but as for sharing the same *.aprx I would say no. and even if you could, it wouldn't be wise

as for sharing the same data... what type of databases are you using and how is your organization set up for multiusers

Can you elaborate on your specific use case? Why do you want to work simultaneously on the same project? I can imagine a number of reasons, but there might be alternatives for your specific use case.
