The About page shows your current ArcGIS Pro version.
In the Geodatabase version -> Upgrade Status you will see the Geodatabase version.
When you initially enable the Enterprise Geodatabase through ArcGIS Pro, it will set the EGDB version to the version matching your ArcGIS Pro Version and the corresponding Enterprise version.

Example:
- You have ArcGIS Pro 3.3 and ArcGIS Enterprise 11.3 in use.
- You enable the EGDB, it will set the EGDB Version to ArcGIS Pro 3.3 - ArcGIS Enterprise 11.3
- You upgrade ArcGIS Pro to 3.4 but keep Enterprise at 11.3 -> keep the EGDB version at 3.3/11.3 for optimal ArcGIS Enterprise compatibility.
- Once ArcGIS Enterprise is upgraded to 11.4 you can upgrade the Enterprise Geodatabase though ArcGIS Pro. It will then be set to the 3.4/11.4 version.
- I would not recommend upgrading Enteprise/EGDB if you still have users with older ArcGIS Pro versions for compatibility reasons.

ArcGIS Pro and ArcGIS Enterprise can have a higher version than the Enterprise Geodatabase, however, some features may not be supported (such as new field types, Geodatabase functionality,...).
For best compatibility make sure all versions align. ArcGIS Pro is usually downward compatible (except for new features that require new ArcGIS Enterprise Version), so ArcGIS Pro 3.5 will work with ArcGIS Enterprise/EGDB 11.3 for example.

As @SimonSchütte_ct mentioned, your EGDB is a "lower" version that your Pro client. It can be upgraded following this documentation: https://pro.arcgis.com/en/pro-app/3.4/help/data/geodatabases/manage-oracle/upgrade-geodatabase-oracle.htm

You also would need to connect with the SDE user in order for the upgrade button to "appear".

This is common with many organizations that the Pro client is newer than their EGDB.
