Parcel Fabric Locks Unable to Clear

My org has adopted the Parcel Fabric in enterprise 11.3 using Pro 3.4.4 which uses branch versioning thru a service. Sometimes operations are performed such as Shrink to Seed that appear to be frozen so the Parcel Editor closes out of Pro (usually waits 10 minutes with no indicators from Pro).

At first an issue like this was resolved by stopping and starting the Parcel Fabric service which only impacted the Parcel Editor.

That solution stopped working, so we stopped the ArcGIS Server service (controls all services) during non-business hours to minimize impact.

That solution did not work, so I'm wondering if other orgs encounter this type of issue and how they are able to resolve the issue (Hopefully without impacting the ArcGIS Server service?

Any help or hints on this topic are greatly appreciated. Thanks in advance.

For others using Parcel Fabric (PF) and getting locks that are difficult to remove, there is Version Management at the REST endpoint of the PF service that has purgeLock functionality which can be used with the version name to hopefully remove the problematic locks. I was unaware of this feature which looks very helpful.
