Legend Not Dynamic

I'm using ArcGIS Pro 2.9. The version is not optional because I have to publish the custom print service to ArcGIS Server 10.9.1.

I tried everything to get dynamic legends to work but the legend either appears as a white box, or it shows ALL OF THE LAYERS that appear on the pagx file even though I selected the box that says show only layers that appear on the map. On top of it all Pro hangs and crashes every 5 minutes so it's very frustrating to work.

What is the gold standard as far as getting a dynamic legend to work in Pro? I have never have issues with this in ArcMap but unfortunately that's no longer an option.

I would settle for the ability to download and install the latest patch for Pro 2.9 but that is no longer an option in 'my esri'.

Sorry that you're running into an issue. I don't recall any specific issues with version 2.9 and dynamic legends. Unfortunately, without knowing what kind of layers are in your legend and the extent of your map frame it is impossible to troubleshoot this issue.

The problem you are running into may be specific to your data/workflow. Can you contact Esri Support? They are better equipped to handle troubleshooting steps and gather bug data. They can be contacted at https://support.esri.com/en/contact-tech-support.
