Once labeled properly and with labels turned on, you may have to adjust the label placement via the labeling properties options. In the labeling properties, click on the "<EM>position</EM>" tab, make sure "<EM>may place outside polygon boundary</EM>" is checked on, and then set your label placement preferences if needed.
