Make Add Data window resizable

Make the Add Data and similar windows resizable. This is a no-brainer usability issue. It has been requested for years but still not implemented (at least by 10.2.2).

Seems that the people who design, code and approve the product don't actually use it, otherwise this simple bit of functionality would not have to be requested over and over.

I am glad that ArcGIS 10.3 has made it easier to connect PostGIS servers. But now this feature is even more crucial. I have a PostGIS server with hundreds of tables, and have to scroll (!) to find the correct one. If the windows were resizable, I could make it larger, which would make finding the table of interest easier.
