Data Driven Pages - Allow Fixed Scale on Overview Map (Pan to extent of other data frame)

ArcGIS 10 - When creating an inset map for a Data Driven Pages project we have the ability to set the extent of an overview data frame equal to that of the main data frame (presumably with a larger margin to show the overall region). We also have the ability to have a fixed scale overview map but without the ability to pan to the location of the detail data frame. We would like (under the Data Frae Properties/Data Frame/Extent area) the ability to set a fixed scale but pan the data frame to the center of the another data frame.

I believe this workflow is supported in Pro with the various linked map frame constraints, specifically linked map frame scale.
