    <description>&lt;P&gt;If the layer is symbolized based on many attribute fields, then the legend contains different combinations of attribute values. This kind of legend is not easy to follow and doesn't reflect principles of symbologization. In this case usually many legends are needed to show clearly the mapping principles. Now in ArcGIS Pro this can be done only by converting the legend to graphics and manually grouping the correct symbology principles. In QGIS for instance the legend attribute editing ability is existing for a long time.
