    <description>&lt;P&gt;Hi there,&lt;/P&gt;&lt;P&gt;If you try and publish a layer from ArcGIS Pro and there exists a layer with the same name in the recycle bin you see an error:&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="Marc_Graham_0-1754877822562.png" style="width: 999px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/138256iC9C8AA4A398749AE/image-size/large?v=v2&amp;amp;px=999" role="button" title="Marc_Graham_0-1754877822562.png" alt="Marc_Graham_0-1754877822562.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;Please give the user the ability to remove this web layer from the recycle bin if they have the ability to do so from within this dialog box. It would be a big QoL improvement.&lt;/P&gt;&lt;P&gt;Also, please identify this issue in the analyze stage before attempting to publish, and give an option to remove the layer from there, or take the user to the recycle bin from the context menu.&lt;/P&gt;&lt;P&gt;Or, when you delete a layer to the recycle bin why not append _yymmddhhmmss to the layer name, so future publishing is not impacted.&lt;/P&gt;&lt;P&gt;Thanks,&lt;/P&gt;&lt;P&gt;Marc&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
