When you inadvertently click on the wrong thing while the Identify tool is live, ArcGIS Pro will try its best to fulfil your explicit but not intended wish.
You can click 'Cancel' but it will still carry on for quite some time, as if it wants to find and maybe cache the answer in case your clicking of 'Cancel' was by accident.

Please change the behaviour so that Pro will Immediately cease the Identifying.... process and revert back to the UI without any delay.

This feature could be related to the 'Stop whatever you are doing button' per https://community.esri.com/t5/arcgis-pro-ideas/add-a-quot-stop-whatever-you-are-doing-now-quot/idi-p/1527589
