Keep Map or Layout name visible in ToC

Change the behaviour of the Table of Contents to keep the map name or layout name visible at the top.

When you have a lot of layers in a map or layout and you want to get to the map or layout properties to do something you have to do a lot of scrolling to get to the top, make the change, then scroll back down to get back to the layer / object you where working on.

I find this issue most often when renaming layouts when a document is versioned up when making changes.
it feels like there is a lot of scrolling happening that could be mitigated.
