Here's a screenshot from ArcGIS Pro 3.3. Do you have a <A href="https://pro.arcgis.com/en/pro-app/latest/help/layouts/customizing-your-map-extent.htm" target="_self">map frame constraint</A> on your map frame? That will disable those functions because map frame constraints are designed to restrict how you can zoom and pan within an activated map frame.
