Have Map open in new tab when double clicked in layout

When in a layout with a map frame in it, it would be good to be able to double click or drag and drop the map frame to the set of active tabs instead of having to do so in catalog pane.

You can also open the map via the context menu on the map frame. Is that a better experience for your workflows?
