Show tooltips for toolbar buttons even if greyed-out

ArcGIS Pro 3.2.1

When toolbar buttons are greyed out, they don't seem to have tooltips available when I hover the mouse over them.

For example, the time filter and range filter buttons at the bottom-right corner of the attribute table:

Could that be changed so that all buttons have tooltips available, even if greyed-out?

The clear button at the bottom-right corner of the Map View is another example:

There's no tooltip when hovering over that greyed-out button.

However, when I hover over the greyed-out Clear button in the Attribute Table, there is a tooltip. So that seems inconsistent.
