idea When using Feature Class to Feature Class, it should ask if you want to include attribute rules in the output layer. in ArcGIS Pro Ideas

As it currently stands, if a feature class has attribute rules enabled, they are included on the export. This is problematic if the data is being used in older software like ArcMap. If the data has an attribute rule, it will not work in arcmap. It won't even let you add the layer. There should be a toggle on the main page or on under the environment settings that allow you to not bring in the attribute rules if you wish.

It is a deprecated tool and will vanish some time after the current Pro 3.2.

Currently if you are needing to use that tool, the Environments tab on the tool provides access to environment variables

Feature Class To Feature Class (Conversion)—ArcGIS Pro | Documentation

Legacy:
This is a deprecated tool.
