Create join or relate from layer Properties window

In a layer's Properties window:

It looks like it's not possible to create a join or relate from that window.

As a new ArcGIS Pro user, I find that design frustrating/unintuitive. I'd like to be able to create joins/relates right in that window.

I'm aware that I can create joins and relates other ways, such as from the Attribute Table. I'd like to see that same functionality in the layer Properties window too -- since that's where I'm often working (on other properties such as the definition query, or other existing joins and relates).
