Check / Repair Geometry tool should be able to run against versioned Enterprise GDB's

We should be able to run these tools against a versioned EGDB to handle geometry issues. It could run the tools against the DEFAULT version, and it would even be OK to run it against the EGDB when it doesn't have any active user versions.

Current workaround is to un-version the database - run the REPAIR GEOMETRY - then re-version everything.

Other workaround is to export everything to a File GDB and then import/load the data back into the EGDB which can be convoluted, time consuming, and introduce editor tracking and ObjectID concerns.

We support this idea. This is a major limitation for basic functionality that can't be applied to "enterprise" geodatabases.
