Ctrl + double click to open attribute table in Layout

The shortcut Ctrl + double click on a feature class in order to open the attribute table does not work in a Layout, only in a Map.

You can use Ctrl + T to open the table in both the layout or the map frame.

Just wanted to note that Ctrl+T also does not work in layout view (Pro 3.1.1).
