I did go back and do some more testing and after upgrading my ArcGIS Pro was successful in publishing using the Yukon Time Zone. However, I found that I can successfully publish a layer using the Yukon Time Zone if it does NOT have a date field in it. When I try with a layer that does include dates I am still unsuccessful at publishing.
