Reference scale new toolbar command

I made a customised toolbar gathering together the Reference Scale functions but for this I miss very much a new command working similarly to the map scale dropdown menu, where you could select the new reference scale or set by hand, without the need to go to the Data Frame Properties window.

In ArcGIS Pro, I can add the Set Reference Scale command to the Quick Access Toolbar making it available from whatever view I'm in:

After playing with this a bit more, my understanding is that you would like to be able to add the Reference Scale dropdown control to a toolbar/ribbon?

You could just use the map scale control and then Set Reference Scale to not have to go to Map Properties.
