Enable and disable individual topology rules; label topology rules; reorder rules

Hello,

I have a couple thoughts regarding managing topology rules for ArcGIS Pro.

First,

Allow users to enable or disable individual topology rules. We can enable and disable individual feature layers as desired, but not individual topology errors.

Second,

Allow users to add comments to topology rules. This may help serve as a reminder as to why the topology rule had been included in the first place. Example: "Rule requested for soils project"

Third,

Allow users the ability to reorder topology rules.
