Having a software package they would enable one to create custom icons or true type fonts for symbols that is native to the ESRI software platforms

1. Create native ttf files to use and share

2. Edit existing styles

a. Directly

b. Import an existing copy of

3. Export to style file

With the many types of information or variations needed to convey information having a tool I think would enhance the user / customer experience.

I have ran into the issue of needing a symbol to convey information that no symbol exists or the user / customer base asks for a custom icon

Does this include being able to add text instead of a photo icon?

If I am understanding your question yes - using a ttf you can add an icon or create a text label icon using something like Segoe MDL for the text
