Add Change Only Update functionality to UK Data Loader

The UK Data loader is great for preparing Ordnance Survey Highways Network data. But it doesn't currently have the ability to deal with Change Only Updates. We generally prefer to take our data in change only format from OS so it would be great if the tool could deal with COUs.

Hi Anne. I'm not sure if this is something for Esri's core development team. New OS Data Loading Tools from Esri UK — Esri UK indicates that this is developed by Esri UK. You might contact UKDataLoader@esriuk.com to make this suggestion.
