Offline Maps and ArcGIS Location Platform

Hi,

I'm using ArcGIS Maps SDK for Kotlin, and my application needs to be partially offline. As a requirement, the offline maps needed to be created ahead of time. But I saw that's possible only with ArcGIS Online or Enterprise account, and I'm using ArcGIS Location Platform, because my users don't need to create an Esri account to use our services. What is the Esri solution for this case? Or do I need to migrate to another Map provider?
